Soccer (HYS) abides by the basic 17 laws of soccer adopted by the United States Soccer
Federation. The following modifications have been established by the Herndon Youth Soccer
Board. Changes may be approved by the HYS Board. THE FIELD If comer flags are not available, the game shall be played without comer flags. For Divisions U-10 and below: A. Dimensions The field of play shall be rectangular, its length being no more than 80 yards or less than 70 yards and its width not more than 50 yards or less than 40 yards. The length in all cases shall exceed the width. HYS shall use nominal dimensions of 70 yards by 40 yards fields. For the Under 6 Division, coaches may not be on the field with the players during the game. No coaches or parents may be behind the goal lines during play and, therefore, no coaching may occur from any position behind the goal lines. Referees and/or referee trainees will be scheduled for these games. B. Markings
C. Goals Goals shall be between six and seven feet high and between eighteen and twenty-one feet wide. PLAYERS, COACHES AND SPECTATORS For the Under 6 Division, coaches may not be on the field with the players during the game. No coaches or parents may be behind the goal lines during play and, therefore, no coaching may occur from any position behind the goal lines. Referees and/or referee trainees will be scheduled for these games. For all other Divisions, players, coaches and spectators must remain 1 yard from the touch line and no closer to the goal line than the penalty area boundary.
Home team supplies the game ball. LAW III. - THE NUMBER OF PLAYERS Extenuating circumstances may require a Division commissioner, in coordination with the recreation league director, to modify the specified number of players on the field for each Division. Referees will be notified, prior to the game, of the number of players on the field for that game. The Under 6 Division will play 6 players with no goalie. 4 players must be present to start and finish the game. In the Under 6 Division no player shall be positioned to tend the goal and no player shall be coached or assigned to perform traditional, specialized goalkeeper duties during play. The intent of this restriction is to assure that all players get the same opportunity to execute and switch between offensive and defensive activities as required continuously during play. 4 players must be present to start and finish the game. The Under 7, Under 8 and Under 10 Divisions Will play 8 players one of which is the goalkeeper. 6 players must be present to start and finish the game. The maximum number of players on the roster shall not exceed 14. Recommended roster size is 11. All other Divisions will play 11 players. 7 players must be present to start and finish the game. FAIR SIDE RULE (Games between HYS teams only) Fair side rule applies at all age levels in recreational league play. If a team is short players, the other team must play down to an equal number of players. As additional players arrive, each team will, with prior permission from the referee, simultaneously add players to the field. SUBSTITUTIONS For substitutions at any time other than at a period or half, referee permission is required prior to the substitution. For the Under 8 Divisions substitutions for other than injuries shall only be made at quarters. For Divisions from Under 12 through Under 19, substitutions may be made prior to a throw-in, but only by the team in possession; and, by either team prior to a goal kick, after any goal, and at the half. A substitution may always be made for an injured player. The other team may also substitute a player. Any player receiving a caution (yellow card) may be substituted. The other team may also substitute. PLAYING TIME For Divisions Under 7, Under 8 and Under 10, each player shall play a minimum of 50 percent of the total playing time. No player will play goalkeeper for more than half the game. In all other Divisions, each player in good standing will play at least half the game. The definition of good standing is to be announced by the coaches. Teams and games may be mixed gender. All player equipment will be inspected by the referee prior to the start of the game. The referee is the final judge on what constitutes unsafe equipment. Shin Guards are mandatory. DISPUTES Coach disputes about referee calls will not be vocalized at the game. Coach complaints will be directed to the Division Commissioner or Chief Referee. All infractions shall be briefly explained to the offending player as part of the instructional objectives of the Recreation League. UNDER 6 DIVISION Referees will be used in the Under 6 Division. At the election of the Chief Referee and the Division Commissioner referee training may be done at these games. LAW VI. LINESMEN (ASSISTANT REFEREES) For Divisions Under 7, Under 8 and Under 10 Club Linesmen ("Assistant Referees") shall be used. Division Will not exceed: Under 6 8 minute quarters Under 7 10 minute quarters Under 8 10 minute quarters Under 10 25 minute halves Under 12 30 minute halves Under 14 35 minute halves Players will be allowed an interval of 3 minutes between quarters and 5 minutes between the halves. For Divisions Under 7, Under 8 and Under 10 the opponent must be at least 8 yards from the center mark while the kick-off is in progress. LAW IX. BALL IN AND OUT OF PLAY For the Under 6 Division, all restarts for balls out of play over the touch-lines or goal-lines will be restarted with a throw-in from the touch-line nearest to the spot where the ball went out of play. Conform to FIFA For the Under 6 Division, offside will not be called. GOALKEEPER Any time players intentionally kick the ball to their own goalkeeper, the goalkeeper is not permitted to touch the ball with the hands. The goalkeeper may only play such a ball with the feet. Any ball played from the chest or head may be handled by the goalkeeper. The penalty is an indirect free kick taken from the place where the goalkeeper handled the ball.In all Divisions no cautions or ejections shall be issued except by an independent neutral referee. For Under 7, Under 8 and Under 10 Divisions opponents must be 8 yards away before the kick is allowed. For Under 7, Under 8 and Under 10 Divisions opponents must be 8 yards away before the kick is allowed. Players in the Under 7 and Under 8 Divisions will be allowed a second chance on throw-ins for the first two games of each season. For the Under 6 Division, the player must only face the field of play and throw the ball from over the head. Conform to FIFA. For the Under 7, Under 8 and Under 10 Divisions, opponents must be 10 yards away from the ball. GENERAL REQUIREMENTS OF PLAYERS, COACHES AND PARENTS Opposing parent/coaches and players should shake hands after each game; if participation awards are used they should be available for all - no trophies or awards just for the best team; coaches, non-playing players, parents and spectators should be there to enjoy and to encourage the activity of the youngsters; no alcoholic beverages will be consumed or allowed near the playing field. A signed HYS Code of Conduct letter shall be filed by all coaches and assistant coaches with the appropriate Division Commissioner prior to the first practice of the season. |
